General Introduction on Language, Policies and Politics

1.1 Concept of Language:

Language is God’s special gift to mankind. Without language human civilization, as we now know it, would have remained impossibility. Language is ubiquitous. It is present everywhere––in our thoughts and dreams, prayers and meditations, relations and communication. It is our ability to communicate through words that makes us different from animals. Language is a very important means of communication between humans.

A can communicate his or her ideas, emotions, beliefs or feelings to B as they share a common code that makes up the language. No doubt, there are many other means of communication used by humans e.g. gestures, nods, winks, short-hand, Braille alphabet, Morse code, acting, miming, dancing etc. But all these systems of communication are extremely limited or they too, in turn, depend upon language only.

Language gives shape to people’s thoughts and guides and controls their entire activity. It is a carrier of civilization and culture as human thoughts and philosophy are conveyed from one generation to the other through the medium of language. It is through language that they store knowledge, transfer it to the next generation and yoke the present, past and the future together. Because of its omnipresence, language is often taken for granted.

Definitions of Language:

1. Otto Jesperson : Defines “Language is set of human habits, the purpose of which is to give expression to human thoughts and feelings especially to impart them to others”

2. Dr. Sweet. : defines “ language is the expression of ideas by means of which speech sounds are combined into words, words are combined into sentences and combination of sentences gives shapes to ideas and thoughts”

3. Sapir: says “language is purely human and non instinctive methods of communicating ideas, emotions, and desires by means of a system of voluntarily produced symbols”

4. B.M.H. Strang : says “ Language is an articulated system of signs primarily in the medium of speech”

  ಭಾಷೆಯ ವಿವಿಧ ಘಟಕಾಂಶಗಳು   ( Various Components of Language )   ಭಾಷಾವಿಜ್ಞಾನಿಗಳ ಪ್ರಕಾರ ಅತ್ಯಂತ ಪ್ರಾಚೀನ ಕಾಲದಲ್ಲಿ ಮಾನವನು ಕೇವಲ ಸಂಜ್ಞೆಯಿಂದಲೋ , ಚಿತ್ರ ಸಂಕೇತಗಳ ಮೂಲಕವೋ ಪರಸ್ಪರ ಸಂವಹನ ನಡೆಸುತ್ತಿದ್ದನು . ಕ್ರಮೇಣವಾಗಿ ಮಾನವನು ತನ್ನ ಧ್ವನಿಶಕ್ತಿಯನ್ನು ಬೆಳೆಸಿಕೊಂಡು ಆ ಮೂಲಕ ಅಭಿಪ್ರಾಯಗಳನ್ನು ತಿಳಿಸುವ ಸಲುವಾಗಿ ತಾನಾಗಿಯೇ ಸೃಷ್ಟಿಸಿಕೊಂಡ ವಿಶಿಷ್ಟ ಧ್ವನಿಗಳೇ ಭಾಷೆಯಾಗಿ ರೂಪು ತಾಳಿತು .   ಈ ರೀತಿ ಮಾನವ ಇಚ್ಛಾಪೂರ್ವಕವಾಗಿ ಈ ಧ್ವನಿ ಸಂಕೇತಗಳನ್ನು ಸೃಷ್ಟಿಸಿ ಕೊಂಡನು . ಪರಸ್ಪರ ಕ್ರಿಯೆ - ಪ್ರತಿಕ್ರಿಯೆಗಳಿಗಾಗಿ ಕಲ್ಪಿಸಿಕೊಂಡ ಈ ಭಾಷೆ ದಿನದಿನಕ್ಕೆ ಬೆಳೆದು , ಮುಷ್ಟಿಗೊಂಡು , ಲಿಪಿರೂಪವನ್ನು ಪಡೆದಾಗ ಅದು ಗ್ರಂಥಸ್ಥವಾಯಿತು . ಅದರಲ್ಲಿ ಸಾಹಿತ್ಯವೂ ಸೃಷ್ಟಿಯಾಯಿತು . ಸಾಹಿತ್ಯ - ರಾಶಿ ಬೆಳೆದಂತೆಲ್ಲ ಅವುಗಳನ್ನು ಅಧ್ಯಯನ ಮಾಡುವ ವಿದ್ವಾಂಸರ ಜೊತೆಯಲ್ಲಿ , ಸುಪ್ರಸಿದ್ಧ ಸಾಹಿತಿಗಳ ಭಾಷಾ ಪ್ರಯೋಗಗಳನ್ನು ಆಧಾರವಾಗಿ ಇಟ್ಟುಕೊಂಡು ಆ ಭಾಷೆಯ ಸ್ವರೂಪವನ್ನು ನಿರ್ಣಯಿಸಿ , ನಿಯಮಗಳನ್ನು ನಿರೂಪಿಸಿ ವೈಯಾಕರಣರು ವ್ಯಾಕರಣ ಶಾಸ್ತ್ರಗಳನ್ನು ರಚಿಸಿದರು . ಈ ವೈಯಾಕರಣರು ಭಾಷಾ ಪ್ರಯೋಗಗಳನ್ನು ವಿಶ್ಲೇಷಿಸಿ ಯಾವ ಪ್ರಯೋಗ ಸಮಂಜಸ ಯಾವ ಪ್ರಯೋಗ ಸಮಂಜಸವಲ್ಲ ಎಂಬುದನ್...

  2. ಭಾಷಾಅನನ್ಯತೆ ( Language Identity ) ಭಾಷೆ ಎನ್ನುವುದು ವ್ಯಕ್ತಿಯ ಅನನ್ಯತೆಗಳಲ್ಲಿ ಒಂದು . ' ನ ಅನ್ಯತೆ ' = ' ಅನನ್ಯತೆ '-' ತಾನು ಅದರಿಂದ ಬೇರೆಯಲ್ಲ ಎಂಬ ಭಾವನೆ ' ಎಂಬರ್ಥ . ಭಾಷೆಯಿಂದಲೇ ತನ್ನನ್ನು ದಾಯಿಕವಾಗಿ , ಸಾಂಸ್ಕೃತಿಕವಾಗಿ , ಭಾವನಾತ್ಮಕವಾಗಿ , ಸಂವೇಗಾತ್ಮಕವಾಗಿ ತನ್ನಲ್ಲಿ ಸಾಮಾಜಿಕ ರೀತಿ - ನೀತಿ ಬಂಧಿಸಿಕೊಂಡಿರುತ್ತದೆ . ತನ್ನ ಭಾಷೆಯಲ್ಲಿರುವ ಸಾಂಸ್ಕೃತಿಕಸತ್ವವನ್ನು ತನ್ನಲ್ಲಿ ಅಳವಡಿಸಿಕೊಳ್ಳುವ ಶಕ್ತಿ ಭಾಷಾಅನನ್ಯತೆ . ಪ್ರತಿಯೊಂದು ಭಾಷೆಯು ತನ್ನದೇ ಆದ ನಿರ್ಬಂಧಗಳು ; ಸಾಂಸ್ಕೃತಿಕ ಮೌಲ್ಯಗಳು ; ಸಾಂಪ್ರದಾಯಿಕ ಆಚರಣೆಗಳು ; ರೂಢಿ ಆಚಾರ - ವಿಚಾರಗಳು ; ಜಾನಪದ ಕಲೆಗಳು , ಸಂಸ್ಕೃತಿಗಳ ಪದ್ಧತಿಗಳು ಮುಂತಾದವು ಗಳನ್ನು ಅಳವಡಿಸಿಕೊಂಡಿರುತ್ತದೆ . ಇವೆಲ್ಲವುಗಳು ಆಯಾ ಭಾಷೆಯ ಜನರಲ್ಲಿ ಭಾಷಾ ಬೆಳವಣಿಗೆಯ ಜೊತೆಜೊತೆಯಲ್ಲಿಯೇ ವ್ಯಕ್ತಿತ್ವದ ಜೊತೆ ಮೇಳವಿಸಿಕೊಳ್ಳುತ್ತ ಸಾಗುತ್ತಿರುತ್ತವೆ . ಇವು ಹಿರಿಯರಿಂದ ಮುಂದಿನ ಪೀಳಿಗೆಗೆ ವರ್ಗಾವಣೆಯಾಗುತ್ತ ಬಂದಿರುತ್ತವೆ . ಮುಂದೆ ವ್ಯಕ್ತಿ ಸಾಮಾಜಿಕ , ಸಾಂಸ್ಕೃತಿಕ ಸನ್ನಿವೇಶಗಳಲ್ಲಿ ತಾನು ಆ ಭಾಷಾ ಸಂಸ್ಕೃತಿಯವನು ಎಂಬುದಾಗಿ ಗುರುತಿಸಿಕೊಳ್ಳುತ್ತಾನೆ . ಉದಾಹರಣೆಗೆ : ಧಾರವಾಡ ಕನ್ನಡದವನು ಅಮೆರಿಕಾಕ್ಕೆ ಹೋಗಿ ಅಲ್ಲಿಯ ನಾಗರಿಕತೆ ಪಡೆದು ಅಲ್...
