  General Introduction on Language, Policies and Politics 1.1 Concept of Language: Language is God’s special gift to mankind. Without language human civilization, as we now know it, would have remained impossibility. Language is ubiquitous. It is present everywhere––in our thoughts and dreams, prayers and meditations, relations and communication. It is our ability to communicate through words that makes us different from animals. Language is a very important means of communication between humans. A can communicate his or her ideas, emotions, beliefs or feelings to B   as they share a common code that makes up the language. No doubt, there are many other means of communication used by humans e.g. gestures, nods, winks, short-hand, Braille alphabet, Morse code, acting, miming, dancing etc. But all these systems of communication are extremely limited or they too, in turn, depend upon language only.     ಭಾಷೆ - ಅರ್ಥ ಮತ್ತು ಪರಿಕಲ್ಪನೆ ( Language - Meaning and Concept ) "ಭಾಷೆ ಎಂದರೇನು ? ಸರಳವಾಗಿ ಹೇಳುವುದಾದರೆ ಭಾಷೆ ಎಂದರೆ. ನಮ್ಮ ಮನಸ್ಸಿನ ಭಾವನೆಗಳನ್ನು ಇತರರೊಡನೆ ಹಂಚಿಕೊಳ್ಳಲು ಬಳಸುವ ಕ್ರಮಬದ್ದ ಪದ ಶಬ್ದ ಪ್ರಯೋಗವೆ ಭಾಷೆ. ಸಾವಿರಾರು ವರ್ಷಗಳ ಹಿಂದೆ ಧೀಮಂತನಾದ ಮಾನವನು ತನ್ನ ಸಾಮಾಜಿಕ ಸಂಪರ್ಕಕ್ಕಾಗಿ ' ಭಾಷೆ'ಯೆಂಬ ಅಮೂಲ್ಯ ಸಂಪತ್ತನ್ನು ಕಂಡುಕೊಂಡನು . ಇದು ಮಾನವನ ಜೀವನದ ಜೀವನಾಡಿಯಾಗಿ ಜನಜೀವನದಲ್ಲಿ ಪ್ರವಹಿಸುತ್ತ ಬಂದಿತು . ಇದರಿಂದ ' ಭಾಷೆ'ಯೆಂಬ ಅತ್ಯಮೂಲ್ಯ ಉಜ್ವಲ ಬೆಳಕು ಮಾನವನನ್ನು ಇತರ ಪ್ರಾಣಿಗಳಿಂದ ಬೇರ್ಪಡಿಸಿ ಅವನಿಗೆ ಬುದ್ಧಿಜೀವಿಯ ಸ್ಥಾನಮಾನಕ್ಕೇರಿಸಿದೆ , ಅಲ್ಲದೇ ಮಾನವನ ಮುಂದಿನ ಎಲ್ಲಾ ಅದ್ಭುತ ಸಾಧನೆಗಳಿಗೆ ಮೂಲಾಧಾರವಾಗಿದೆ . ಮಾನವನ ಭಾವನಾ ಪೋಷಣೆಗೆ ಭಾವನಾ ವರ್ಗಾವಣೆಗೆ ಮಾಧ್ಯಮವಾಗಿರುವ ಭಾಷೆ ಮಾನವ ಜಗತ್ತಿನ ಪ್ರಗತಿಯ ಮೂಲಾಧಾರವಾಗಿದೆ , ಮಾನವ ಜೀವನದ ಬೆಳಕಾಗಿದೆ.  “ ಇದಮಂಧತಮಃ ಕೃತ್ಸ ಜಾಯೇತ್ ಭುವನತ್ರಯಂ ಯದಿ ಶಬ್ದಾಹ್ವಯಂ ಜ್ಯೋತಿರಾಸಂಸಾರಂ ನ ದೀಪ್ಯತೆ”                                        ...

  ಘಟಕ 1: ಭಾಷೆ , ನೀತಿಗಳು ಮತ್ತು ರಾಜಕೀಯದ ಬಗ್ಗೆ ಸಾಮಾನ್ಯ ಪರಿಚಯ 1.1   ಭಾಷೆಯ ಪರಿಕಲ್ಪನೆ , ಭಾಷೆಯ ವಿವಿಧ ಅಂಶಗಳು ; ಭಾಷೆಯ ಕಾರ್ಯಗಳು ; 1.2   ವಿಭಿನ್ನ ಭಾಷೆಗಳು ಎಷ್ಟು ವಿಭಿನ್ನವಾಗಿವೆ ? ಕೆಳಗಿನ ಪದಗಳ ವಿಮರ್ಶಾತ್ಮಕ ವಿಶ್ಲೇಷಣೆ : ಉಪಭಾಷೆ , ಪ್ರಮಾಣಿತ ಮತ್ತು ಪ್ರಮಾಣಿತವಲ್ಲದ ಭಾಷೆ , ಶಾಸ್ತ್ರೀಯ ; ಮಾತೃಭಾಷೆ , ಮೊದಲ ಭಾಷೆ ಮತ್ತು ಎರಡನೆಯ ಭಾಷೆ , ದ್ವಿಭಾಷಾ ಮತ್ತು ಬಹುಭಾಷಾ ಗುಣಲಕ್ಷಣ . 1.3   ಅಧಿಕಾರ , ಗುರುತು ಮತ್ತು ಭಾಷೆಯ ರಾಜಕೀಯ ; ಬೋಧನಾ ಮಾಧ್ಯಮವಾಗಿ ಭಾಷೆ ಮತ್ತು ಬೋಧನಾ ಮಾಧ್ಯಮವಾಗಿ ಇಂಗ್ಲಿಷ್ ಬಗ್ಗೆ ಚರ್ಚೆಗಳು ; ಭಾಷಾ ಶಿಕ್ಷಣದ ಬಗ್ಗೆ ಎನ್ ‌ ಸಿಎಫ್ -2005 ರ ಶಿಫಾರಸುಗಳು ಘಟಕ 2: ಶಾಲೆಯ ಸನ್ನಿವೇಶದಲ್ಲಿ ಭಾಷೆ ಮತ್ತು ಸಾಕ್ಷರತೆ 2.1 ಶಾಲೆಯ ಭಾಷಾ ಪರಿಸರ ಮತ್ತು ಭಾರತೀಯ ತರಗತಿ ಕೋಣೆಗಳ ವೈವಿಧ್ಯಮಯ ಸ್ವರೂಪ ; 2.2 ಭಾಷಾ ಕಲಿಯುವವರ ಪ್ರೊಫೈಲ್ : ಮನೆಯಲ್ಲಿ ಭಾಷಾ ಪರಿಸರ ; 2.3 ದ್ವಿಭಾಷಾ ಮತ್ತು ಬಹುಭಾಷಾ ಗುಣಲಕ್ಷಣ ; ಹಸ್ತಕ್ಷೇಪ ಅಥವಾ ಸೇತುವೆಯ ಬಗ್ಗೆ ಕಲ್ಪನೆಗಳು ; 2.4 ಶಾಲೆಯ ನಿರೀಕ್ಷೆಗಳು : ಮಗುವಿನ ಮನೆ ಭಾಷೆ ಮತ್ತು ಸಾಕ್ಷರತಾ ಅಭ್ಯಾಸಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ವೀಕ್ಷಣೆಗಳು . ಘಟಕ 3: ಭಾಷಾ ಪ್ರಕ್ರಿಯೆಗಳು ಮತ್ತು ತರಗತಿ ಸಂದರ್ಭ 3.1 ತರಗತ...
